ECM’s four step process assures reliable assessments.

1. Complete Document Reviews and Interviews

This first step carefully considers the following:

  1. Dependability of the document or interview
  2. Accuracy and Completeness of the information provided 
  3. Agency providing said information 
  4. Review of government records including: Certificate of Occupancy, Code Violations, Damage and Repair Records   
  5. Plans and specifications  
  6. ADA modifications 
  7. Maintenance and warranty records

2. Walk Through Survey

ECM will visually observe the subject property to obtain pertinent information on material systems and components necessary for identifying physical deficiencies.  Photographs of all major components and systems are taken.   Elements that are carefully analyzed include: Site conditions, Structural Frame and Building Envelope, Roofing, Plumbing, Heating and Air Conditioning, Electrical, Vertical Transportation, Life and Fire Protection, Interior Element Materials and systems.  Attention for Seismic Considerations, Design for Natural Disasters, Environmental Considerations, ADA Requirements, FFHA Requirements, Indoor Air Quality, and Property Security Systems will be assessed.

3. Preparation of Opinions of probable Cost to remedy Physical Deficiencies

Options and probable cost will be prepared for the suggested remedy of the deficiencies observed.    Forecasts of facility conditions with funding scenarios are established along with budgets for the varied systems at each property.  Our current database for repair costs reflects today’s conditions.  Factors for future costs are considered for accurate short and long term estimates thus creating a formula to determine the facility’s replacement value.  We help our customers establish a budget that will be successful in controlling costs while we resolve the most critical deficiencies.

4. Property Condition Report

Complete documentation of all findings will be presented in a final written report.  ECM will provide suggested remedies, significance of the physical deficiencies, disclosure of the information source, representative description and observation conditions of all components and systems, credentials, opinions of probable cost, recommendations and general discussions of all noted observations.
