ECM was contracted by the El Paso County 911 District to act as an owner representative for negotiating sale and construction cost, and supervision of all construction activities. This new “state of the art” facility is located in the middle of the downtown area, and was built using the foundations of several buildings constructed in the early 1900’s (1905 to 1936). The new multi-story facility houses emergency 911 call takers as well as police, and fire department dispatchers. High quality, back–up and redundancy of all systems were paramount in the design and construction.

  • - Value engineering
  • - Coordination with end user the functionality of the design and layout
  • - Cost control
    • - Schedule of values
    • - Unit pricing
  • - Administration of construction contingencies
  • - Monitor compliance with general conditions and specifications
  • - Administer “change orders”
    • - Comply with original general conditions and scope
    • - Assure costs are appropriate and reasonable
  • - Track all construction activities and prepare weekly and monthly reports
  • - Coordinate final punch list and close activities
  • - Commissioning of facility
  • - Coordination of end user move in
